The following documents support the five-year program, the school’s authority, annual reporting, and IRS compliance records.
The binding agreement between Pham Foundation and Trần Quốc Tuấn High School. Includes program purpose, five-year payment schedule, school and Foundation obligations, annual renewal terms, IRS §4945 compliance, and the school’s confirmation of authority. Schedule A covers the award structure; Schedule B covers the payment schedule. Signed once before Year 1.

Collects the school’s official institutional bank account details required for international USD wire transfers. The program must use the school’s institutional account; personal accounts cannot be accepted. Submitted before the first payment. Includes test deposit confirmation and update procedures if banking details change.

Submitted by June 30 each year to tammy@phamfoundation.org. Includes payment confirmation, full recipient roster, fund use certification, and ceremony photos. Also includes the school’s authorization for the Foundation to use ceremony photos on its website and program materials. Required by U.S. IRS §4945.

The Foundation notifies the school to begin the annual cycle and confirms wire transfer details.
The school provides recipient names, grade levels, and award categories for IRS records only. Foundation approval is not required.
The Foundation transfers $5,000 by international wire to the school’s official institutional bank account.
The school announces the Pham Foundation Scholarship program to all students. No recipients are named at this stage.
Teachers observe students throughout the year. Perseverance Scholar nominees are identified by faculty.
The school selects all recipients through its own internal process. All selections are final.
All recipients are announced and awarded publicly at the year-end ceremony.
The school submits the completed Annual Report to the Foundation. One signed original is retained at the school.
