What Was Withheld from 990-PF Public Versions — and Why

Each public disclosure version omits the following, consistent with IRS guidance for private foundations:

  • Schedule B — Contributor List: Contributor names, addresses, and contribution amounts are not subject to public disclosure under IRS rules for private foundations.
  • Form 8879-TE — E-File Authorization: Internal e-file signature document containing the ERO PIN. Not a public document.
  • Form 199 — California FTB Return: State return filed with the California Franchise Tax Board. Federal public inspection rules apply to the federal return only.

Grantmaking Policy

Pham Foundation is a private family foundation. The Foundation supports selected organizations and institutional partnerships and does not operate a general open grant application process. Scholarship opportunities are administered through partner institutions and follow each institution's own application and selection process.
