Our Commitment
Pham Foundation believes that access to information is part of educational and community service. The Foundation works to make its website understandable, navigable, and usable by a wide audience, including people with visual, hearing, mobility, cognitive, language, learning, and neurological disabilities.
The Foundation’s website is informational in nature. It provides public information about the Foundation, scholarship programs, grants, transparency documents, and contact information.
Accessibility Standard
The Foundation aims to follow the Web Content Accessibility Guidelines, commonly known as WCAG. WCAG is developed by the World Wide Web Consortium’s Web Accessibility Initiative and provides widely used guidance for making web content more accessible.
The Foundation’s practical goal is to work toward WCAG 2.2 Level AA where reasonably achievable for a small private family foundation website.
Measures We Take
The Foundation takes practical steps to support accessibility, including:
- Using semantic HTML structure where possible, including headings, paragraphs, lists, links, and tables;
- Maintaining readable color contrast and a consistent visual design;
- Using clear link text and descriptive page titles;
- Designing pages to work on desktop and mobile screens;
- Using readable font sizes and spacing;
- Providing downloadable documents in commonly used formats when available;
- Reviewing new pages for basic accessibility issues before publication; and
- Responding to accessibility feedback from visitors.
Current Conformance Status
The Foundation is working toward WCAG 2.2 Level AA. Because the website is maintained by a small private family foundation and includes some legacy documents and third-party materials, the Foundation does not claim full conformance for every page, file, or linked resource at this time.
The Foundation intends to improve accessibility over time as pages are updated, documents are revised, and new program materials are created.
Known Limitations
Some accessibility limitations may exist, including:
- Older PDF or Word documents may not be fully tagged for screen-reader use;
- Some tables may be easier to read visually than with assistive technology;
- Some third-party content, linked pages, embedded tools, or external documents may not be controlled by the Foundation;
- Some bilingual content may require additional language tagging or formatting improvements; and
- Some images or downloaded documents may need additional text alternatives or descriptions.
The Foundation welcomes notice of any specific barrier so it can prioritize practical improvements.
Documents and Downloads
The Foundation website may include PDF, Word, HTML, or other downloadable documents related to grants, scholarships, financial transparency, and program administration. The Foundation will make reasonable efforts to provide accessible versions or alternative formats upon request.
If a document is difficult to access with assistive technology, visitors may contact the Foundation and request help, a plain-text summary, an alternate file format, or another reasonable accommodation.
Feedback and Assistance
The Foundation welcomes accessibility feedback. If any part of the website is difficult to use, or if a visitor needs information in another format, please contact the Foundation.

Response Process
The Foundation will make reasonable efforts to respond to accessibility feedback and accommodation requests in a timely manner. Response time may vary depending on the nature of the request, the availability of Foundation personnel, and whether the issue requires technical or document remediation.
Where immediate remediation is not practical, the Foundation may provide the requested information through an alternate method, such as email, plain text, phone communication, or an alternate document format.
Review and Updates
This Accessibility Statement may be updated as the Foundation website changes, as new documents are published, or as accessibility practices improve.
The Foundation treats accessibility as an ongoing responsibility rather than a one-time checklist.
